Job Summary: Plan, organize, and conduct system surveillance activities to ensure that the shipbuilder’s management control system complies with EVMS guidelines, and provide timely indications of actual and/or potential problems.

  • Bachelor’s Degree in an engineering field or related technical/business field.
  • Allowable Substitution for a Bachelor’s Degree will be: Project Management Institute Project Management Professional and Four 4 years’ experience in a project management role.
  • EVM certification of the following: Earned Value Management Professional EVMP, or Earned Value Management Director/Earned Value Management Officer EVMD/ EVMOTM

Essential Duties:

  • Develop a process with timelines, to review Shipbuilder deliverables related to Earned Value Management EVM and Integrated Master Schedule IMS, and consolidate assessments and findings in a clear, cohesive, and concise manner.
  • Conduct detailed analysis of the Shipbuilder’s IMS and any “mini-network” or other Shipbuilder produced schedules for all OPCs.
  • Determine compliance with the OPC Production Contract/CLIN requirements.
  • Identify existing and potential problems that could impact the on-schedule completion or otherwise pose risk to project cost, schedule, or performance objectives of the OPC Production and Delivery Project.
  • Determine Shipbuilder compliance with own processes and associated guidance/procedures by comparing the Shipbuilder’s defined process and general EVMS standards.
  • Perform Quality Assurance for and monitor the OPC event-based IMS developed by ESG.
  • Assist in validating Shipbuilder EVM variance reports such as Contract Performance Reports CPR, Contract Funds Status Reports CFSR, Contractor Cost Data Reports CCDR, and Integrated Master Schedule IMS.
  • Assist in determining Performance Measurement Baseline PMB compliance and Estimate at Completion EAC analysis.
  • Provide input to, and evaluation of, risk management efforts to include risk planning, identification, analyses, and mitigation activities.
  • Develop and provide comprehensive reports and presentations to management detailing findings of problems, potential problems, and risks to project cost, schedule, or performance goals from detailed analyses of Shipbuilder’s Integrated Master Schedule or other Shipbuilder-produced schedules as required by the PMR.
  • Provide recommendations to the PMR related to project control, corrective actions, and recovery methods.
  • Conduct production surveillance in Shipbuilder’s facilities and onboard the under-construction OPC cutter to assess and compare the status of actual production and the Shipbuilder submitted IMS.

Knowledge, Skills and Abilities:

  • Shall require moderate walking and movement through an active shipyard and OPCs under construction.
  • General knowledge of Shipbuilding processes preferred.
  • General knowledge of Earned Value Management System EVM and Earned Value Management Surveillance EVMS techniques from the 2011 and 2015 EVMS Standards.
  • Expertise in project management techniques, industry best-practices and standards.
  • Knowledge and skill in applying analytical and evaluative methods and techniques to organize, plan, conduct, evaluate and administer the EVMS surveillance program over highly complex contractor operations and in effective corrective action on issues involving contractor noncompliance.
  • Ability to produce EVM reports, briefs, and presentations using the contractors’ provided EVM data to forecast.
  • Expertise in stand-alone and enterprise versions of MS Project and Primavera scheduling software preferred.
  • Expertise in schedule analyses and troubleshooting.
  • Knowledge of economic, statistical, accounting, fact-finding, and financial analysis principles and techniques e.g., random sampling, learning curves, and computerized cost models necessary to 1 analyze historical cost and schedule, 2 analyze reports of auditors, technical specialists, and contractor personnel to assess actual EVMS compliance and verify and interpret contractor developed cost and schedule performance data, and 3 project cost and schedule performance trends, isolate disruptive factors, and estimate final contract cost.
  • Knowledge of contracts and the pre-award and post-award procedures sufficient to structure an EVMS surveillance program that develops an accurate baseline and provides accurate and timely cost and schedule performance information for use by the procuring agency and the contract administration office.
  • Knowledge of Microsoft office software suite to include Word, PowerPoint and Excel.

JOB DESCRIPTION AND RESPONSIBILITIES:

The Program Management Office (PMO), under the direction of the Business Operations Manager, is responsible for executing CACI’s Earned Value Management System (EVMS), maintaining the program’s Integrated Master Schedule, monitoring invoices and projecting expenditures, proposing and executing contract modifications, and forecasting and reporting the program’s cost/schedule/performance status to both the customer and CACI executives. As a member of the PMO, the full-time Earned Value Management (EVM) Analyst, working under the direction of the EVM Lead, will work at the customer’s site alongside other EVM Analysts, Project Schedulers, Program Analysts, and Financial Analysts to accomplish assigned PMO functions. The EVM Analyst will analyze historical program performance, monitor the forecasted completion data, interface directly with the customer’s personnel, and support recommendations made to the CACI executives, Program Managers and Control Account Managers.

DUTIES:

•Provide project and earned value management support and coordination to complex DoD program

•Develop portions of the program’s cost and schedule baseline

•Review and report performance updates from the program’s Control Account Managers

•Perform EVM functions (rolling wave planning, Baseline Change Requests (BCRs), Variance Analysis, IPMR reporting, etc.) within monthly business rhythm for assigned parts of the program using Deltek Cobra and wInsight tools.

•Support briefings to Government personnel regarding EVM and schedule performance

•Perform transfer of data from the team’s Integrated Master Schedule to the team’s Earned Value Management system and validate data accuracy.

•Comply with internal procedures and government cost/schedule reporting regulations

•Perform non-routine analysis and prepare non-routine performance reports

•Develop and maintain EVM artifacts and other program documentation related to deliverables to the customer and to CACI leadership.

•Interact daily with technical leads, CACI leadership, and client personnel by providing schedule status data

•May temporarily lead EVM team activities in absence of EVM Lead

REQUIRED SKILLS AND QUALIFICATIONS:

•US Citizen

•Ability to obtain and maintain a DoD Secret clearance

•Bachelor’s degree in a quantitative or technical discipline (e.g., engineering, mathematics, computer science, operations research, statistics, economics, finance or business)

•7+ years of project management experience including 2-4 years of direct recent experience as an EVM Analyst using Deltek Cobra

•Demonstrated expert knowledge of EIA 748-compliant Earned Value Management definitions, calculations, and processes

•Proficient knowledge of scheduling processes and the use of MS Project on a resource-loaded schedule

•Demonstrated understanding of project management and the application of project management processes

•Ability to analyze and determine a resolution for problems/questions that may be challenging and/or complex

•Established and productive professional individual contributor

•Ability to work independently with limited to no supervision

•Strong organizational skills and attention to detail

•Proficient with other MS Office products (Outlook, Word, Excel, PowerPoint, Visio and SharePoint)

DESIRED SKILLS AND QUALIFICATIONS:

•4-6 years direct recent experience as an EVM Analyst using Deltek Cobra

•1-2 years direct recent experience using wInsight

•Currently possess a DoD Secret clearance (or above)

•EVP (Earned Value Professional) certification

•Familiarity with Agile software development methodologies

•Experience on large-scale software development projects

•Experience with corporate finance procedures

Work you’ll do
 
As an intermediate Earned Value Management Analyst supporting Deloitte’s federal government practice you will be expected to independently support tasks associated with Earned Value for complex weapon systems such as: 
 
a)Review and assess the Integrated Master Schedule (IMS) in conjunction with Cost Performance Report (CPR) and/or Integrated Program Management Report (IPMR) data. Assist with Schedule Risk Analysis (SRA), Schedule Deep Dive (SDD), and schedule assessments for each contract IMS. Prepare an IMS analysis.
b)Assist in the preparation of Government independent Estimates At Completion (iEAC) when requested by the Program offices using EVM data, risk information, and other programmatic factors to include funding information obtained in the Contract Funds Status Report (CFSR).
c)Maintain a wInsight EVM database for each contract with earned value; populate the databases with data from the Prime contractor’s CPRs/IPMRs.
d)Assist the EV Directorate with updating and implementing EVM and IBR policy memoranda and instructions/manuals incorporating industry best practices. Provide recommendations on new instructions, directives, or improvements to be considered.
e)Engage in assessments and performance status reviews with IPTs and senior management.
f)Populate an EVM database with data from the prime contractor’s CPRs/IPMRs.
g)Produce EVM Health metrics included in the contract performance summary report (PSR).
h)Assist the program offices in the conduct of EVMS joint surveillance with focus on prime contractor’s processes. Compile and maintain a database of CARs, issued by government and contractor corrective action plans submitted by prime contractors. Assess the CARs and plans and submit findings.

Qualifications
Required:
•Active DOD Secret Clearance (at a minimum) is required
•BA/BS in Related Field and 5 years’ experience or MA/MS in Related Field and 3 years’ experience
